A lawyer specializing in discrimination in Qatari courts and an international arbitrator since 2008. She graduated from Kuwait University in 1982. Her legal experience exceeds forty years of legal and legislative work in the Ministry of Justice, the Amiri Diwan, and legal legislation, where she worked as the head of the legislation department in the Ministry of Justice at that time.

She previously held several legal positions in the state and its legal agencies in the Ministry of Justice from 1983 until 2000. Then the office was opened in 2000, after she devoted herself to freelance work to practice the profession of law by an Emiri decree with a special exception from His Highness the Father Emir, to receive this honorable medal to be the first Qatari female lawyer to practice the profession of law in the State of Qatar.

Her membership was included in several legal committees in the country, including the Permanent Legislative Committee in the Amiri Diwan, and as head of the temporary legislative committee in the Ministry of Justice, a member of the General Committee of the Youth and Sports Authority at the time, the Nationality Committee and other committees.

She also contributed to the revision of laws and legislation in the country as a member of the Executive and Legislative Committee and the Revision Committee, to revise laws as a legal legislator in civil, criminal, commercial and other laws from 1996 to 2000.

The owner of the office has a firm and lasting impact in all courts in general and family courts in particular, which is represented in providing legal awareness as well as informing women of their rights, as she pays special attention to matters related to the family and the family entity.


In addition, the office is the legal representative for several major commercial companies in the country, both within and outside Qatar, and is in the process of opening offices and branches outside the country and partnering with other offices outside the country. It also cooperates with major offices outside the country for any cases that have branches outside Qatar and are related to other cases at the level of the Gulf and Arab countries. Several dialogues and lectures have been presented in girls' secondary schools and their participation in spreading legal awareness of women's and children's rights, in coordination with school principals and officials since 2000 until now, and the office's activities are still numerous and not limited to this list.


The office also includes a contract translation department in English. Throughout its establishment, the office has provided services and consultations related to women and children, as well as legal assistance to human rights, family, and charitable organizations, particularly concerning violence against women and children.

اProfessor Haifa Al-Baker chose to collaborate with her daughter, lawyer Sarah Abdul Hamid Al-Sarraf, owner of the law firm Sarah Abdul Hamid Al-Sarraf, in all aspects of business and legal consultations. Sarah is a partner of Al-Baker & Partners Law Firm and is also a lawyer specializing in appeals in Qatar and direct appeals and constitutional law in Kuwait. She has not yet completed her Kuwaiti legal training. She has also received training in legal contracts, combining notarized work, civil matters, spousal matters, and other legal work.
